No VAT on city tax for Portugal

For our property in Lisbon, we urgently need to change the tax setting. Currently VAT is applied by the PMS on the city tax of 4 EUR per adult. This is not correct as no VAT applies for it. This means important accounting issues for us. We would really appreciate if we could have this solved soon. Thanks a lot as always.
